The Humboldt Community Services District (HCSD) was formed in 1952 by the community members of Cutten as an independent special district to provide essential water distribution and sewer collection services to their community. Special Districts are local governments directly accountable to their ratepayers through a five-person elected board. Since 1952, District services have expanded to include the areas known as Fields Landing, King Salmon, Humboldt Hill, Pine Hill, Rosewood, Myrtletown, Pigeon Point, Cummings Road, Mitchell Heights, and Freshwater Valley.
Also referred to as an enterprise district, HCSD operations are funded by service fees from the community's residents to provide water and sewer services as well as maintain and enhance necessary infrastructure. In accordance with Prop. 218, annual rates are developed by a third-party consulting firm every five years who update and analyze all costs associated with providing the services as well as targeting capital improvement projects that keep the systems operating.
Under the direction of the General Manager, and with the help of 21 professional employees, HCSD sustainably maintains critical infrastructure in order to continue delivery of quality water, wastewater collection, and street lighting services to its ratepayers through economic downturns, natural disasters, and other emergencies. From the customer service department to the field crews, the District is dedicated to providing efficient, friendly service.
During emergencies and power outages, district employees are hard at work maintaining reliable service under difficult conditions. Personnel are on call 24 hours a day, 7 days a week to assist you.
